Purpose of Run (long)

New OI heat flux, but with 5 cm/s tie point (hand-edit to icefloe.f). See g and i.

The ocean to ice heat flux is calculated as:


		OI_hf = OI_hf_hadcm3 * (ocean_ice_shear) / tie_point_speed

In this run the tie point is set at 5 cm/s: where the shear is greater than this, the OI flux is higher; where less, lower. At most points away from the coastline around Antarctica, its higher. See Fortran mods for the code (hand-edit to 5 cm/s not 10).
