Yabce - MPP atmos-only 32-bit with revised level consts, filtering mod and revised filtering safety

Along with the filtering mod, this job has the "filtering safety multiplying factor" set to 0.33 not 0.01, as recommended in the above mail. Do this by: Model Selection -> Atmosphere -> Scientific Parameters and Sections -> Section by section choices -> Diffusion and Filtering.

The other change from my previous "standard" is in the level-by-level constants, which were wrong before, the job supplied by the UKMO having been truncated from a 38-level one! See yabcc for details.

Note: job yabcd uses this mod, but without the change to the "filtering safety multiplying factor".
